You do have the silph scope right?
If you do,go to lavender town and there should be a large tower. Go inside there until you battle the mother marowak.
After you do go up the stairs and then battle the team rocket members. Then Mr. Fuji is there and you talk to him. You'll be transported to his house and he'll give you the poke flute.
Reply:You do know that he's in that big tower until you speak to him, right? You know, in Lavender Town?
