Help with dress for 13 year old sister-in-law to be?

Because we both have LARGE families, we are having my fiance's youngest sister (age 13) and his cousin (age 12) be candlelighters. His cousin wears a size 12 in girls while his sister wears a 3 or 5 in juniors. I have found a great dress for his cousin

but am struggling to find an age appropriate dress for his sister. No strapless and not too low cut. I would like for the girls to coordinate. My colors are black and white and fuchsia. My bridesmaids are wearing black strapless dresses with white polka dots. Any help would be fantastic :)

I would think that the the easiest thing to do would be to find a plain black dress. Then find her a fuschia sash with black polka dots and tie it around the waist...

Here are a few items that I have found on ebay. I hope that it helps. If not then I would start looking at Macy's Jcpenney Sears, etc. since it is right around prom time it should be easy to find a dress:

You can also try this website. They have a lot of different dresses:

Reply:The dress is very cute and age appropriate for either or both girls. Why not have them dress alike and wear the same dress? It makes sense to have them dress alike since they will have the same duty at your wedding.
Reply:I don't know if you have Deb stores where you live, but they have some really cute dresses just like your picture there. They are for teenage girls. I think they would be very appropriate and affordable. Good luck!
